Simply put yes, for a character to be able to interchange between gems, runes, crystal and relics at any time, they need to get a one time special training from the Jeweler Trainer for each type of socket type. The Jeweler Trainer will require you to bring a “GEM Fuse Kit” for gems skill talent, a “RUNE fuse kit” for runes, a “Crystal Fuse kit” for crystals and a ”RELIC fuse kit" each are made and sold by a Jeweler. Once learned an icon will appear in the inherited talents of that character, and they can switch gems, runes, crystal shard, and relics at any time.

Below is a list that provides and outline the types of gems that a jeweler can make or that could drop as loot. Gems have a minimal lvl requirement, and can be taken out at any time and switched for another gem. Gems can also be polished to increase their bonus effect, the polish is permanent. Gems are unbounded and can be traded at any time. Each gem cut as a minimal Lvl required to equipped. There are 7 types of Gems, they are:
Runes are powerful specializing items, they hold unique powers that enhances or add a particular stat when attached to an item. Runes Fit onto Gem Sockets are soul bound once Equipped. They Gain XP, and Level up in their power, Runes can only be equipped on items of equal level or greater. Therefore, a level 9 item cannot hold a level 10 rune. In contrast, a level 12 item can hold a level 1to 12 rune.
Runes have 3 steps to making them:
There are 2 ways to add a Runes socket to an item, a) An item can rolled a Rune Socket stat, in which case a player can place a rune on that item. The second way is if an item as a Socket Spot, if that’s the cause all a player needs to do is add a Rune Template to the item.
There are many types of Rune Enchantments, each one provides distinctive attributes to the items they are attached to. Further since Runes Level Up, these Attributes not only increase but can be easy passed on to another item.

Crystal Shards are the remaining of the Guardians powers. Crystal Shards can only be infuse onto Shard Sockets or Relic Sockets. Crystal Shards are desired over gems or runes because they offer their powers directly to the any weapon or armor item they are attached to by enhancing that weapons dmg multiplied by the number of shards, and by providing an added effect to both a weapon, or a defensive effect to an armor piece. Crystal Shards cannot be made.
There are eight Crystal powers, each crystal shard has unique characteristics. Crystal shard hold effects that can compliment armor items or weapons items. Same alignment type of shards do stack in effect bonus when infuse onto the same item.

Relics are powerful pieces of ancient items that hold powerful effects. Relics can only be infuse onto items that have a Relic Slots, Relics items are considered of Violet Quality. Relics play an important role in diversifying tactics and making weapon extremely powerful. Relics do not level up or add any particular status bonus, instead Relics while equipped on a weapon or armor charge up in power during battle. Upon reaching each charge they offer their power effect spell/ability to the character. Relics can charge up power 9. Relics cannot be made.
Relics are Account Bound once equipped, so any of you characters can use them. Relics do have minimal Level requirements. Characters can only have a max of 3 relics equipped at any given time. Once a Relic is equipped it will fill up the icons slots On the UI.
A Relic charges build up during battles, and deplete when a battle is over. If a character is equipped with a Relic, they will see in the UI screen above their spells and abilities a Relic Casting Icon. This Icon shows the Current Charge Reached and the power level collected to reach the next charge. Clicking this ICON, use the Relic to cast its effect at the current charge. Higher Charges take longer to buildup, but also multiplies the effect. Depending on characters your level and the level of the foes you are combating, the relics charge buildup in power faster or slower. Weaker and lower level monster provide less charge power, where stronger higher-level monsters provide more charge power. In general the first Relic charge is easy to reach in 60-120 seconds. All other charges take much more time. See chart:
